My re- <br /> view of the 18 hazard trees and the overall stand of timber as a vege- <br /> tative cover type located in Hendrick's Park raised several issues that <br /> appear to intimately connected with the project of the hazard tree re- <br /> moval. The issues deal with the collection of factual information and <br /> the resolution of the problem based on those facts that were initially <br /> collected. <br /> Issue one.. <br /> There was no substantive factual information offered by the Urban For- <br /> ester or his supervisor at the meeting held on August 18, 1997 at the <br /> Hendrick's Park Shelter. What information that was offered was interp- <br /> retive at best. <br /> Issue two. <br /> No definitive data was offered as to the amount and location of the fun- <br /> gus infection and the degree of incipient or advanced stage of the in- <br /> fection. . .. <br /> Issue three. ". <br /> No data was offered 'as to occurrence of other fungi (which would be, in <br /> their - advanced stage more destructive to the physical structure com <br /> ponenyof the tree, than 'the observed fungus). <br /> Issue four. <br /> Nothing was offered about the soil series found on the immediate area, <br /> ho information about windfirmnessof the soil series in relation to sup- <br /> porting trees involving high velocity winds. No data was offered on av- <br /> erage soil depth, average rooting depth,.. and water holding capacity of <br /> the soil series found on the area. All of these statistics affect tree <br /> growth and the spread of disease and fungi. <br /> Issue five. <br /> No data was offered about the interrelationship of tree stability, soil <br /> series, toporaphy. No. facts . were offered about the above relationship <br /> and the:effect `on it by wind velocity, turbulance and precipitation.. <br /> Issue six. , <br /> No data was offered on the condition of the stands of trees in the parr <br /> as an overall observation. No assessment of tree vigor, susceptability - <br /> to disease and fungus infection.. <br /> A general. of city liability and private citzen liability 'in ``re <br /> lation to damage caused by natural forces (trees falling on houses) was" <br /> made by a city employee. That comment was in direct cntradiction to <br /> known legal precedent.. <br /> The lack of data on which I personally would »awe relied on to make a <br /> decision to harvest or not individual tree caused me to inquire of <br />
