COMMITTE.TRE Page 2 <br /> the session. At the conclusion of the session Laurie proposed a committee to work with staff to develop <br /> recommendations to resolve this issue. I believe she compiled a list at last night's meeting with seven or <br /> eight names on it that she stated would be the committe membership. <br /> The committee proposal is likely the only way we have much hope of resolving this to the satisfaction of the <br /> majority of the concerned citizens while possibly providing some relief to the two concerned abutting <br /> property owners who testified. Although I also think the majority of the people present would be just as <br /> happy if the city took the policy position that the abutting property owners took the risk and the city let them <br /> "fall where they may" in their own time as nature wills it and let the property owners insurance deal with it. <br /> I didn't hear it stated with much clarity (or perhaps agreement with last night's participants) of just what the <br /> charge of the committe is to be. I highly suspect, like happened with Scobert, staff will need to get the <br /> scope and general committee duration clearly established early in the process. <br /> With the above in mind the following recommendations are submitted: <br /> 1. Establish that the committee is developing recommendations for consideration by the Director of <br /> Public Works regarding the removal of trees within Hendricks Park.. <br /> 2. Ask the committee to develop recommended criteria dealing with the following TREE issues: <br /> a. involve the public with analysis and decision making for the removal of trees within parks. <br /> b. evaluating the health of trees in parks <br /> c. evaluate alternatives to tree removal and/or when an unhealthy tree should be removed <br /> d. restoration planting <br /> 2. Direction needs to be clear that this committee is not the proper forum for development of a master <br /> plan for the park, but that if specific ideas or recommendations come out of the process that they will <br /> be forwarded to the Executive Director of Public Works. <br /> 3. Maintenance Division can staff this committee. I would volunteer to facilitate the group, with <br /> professional support provided to the group by Scott Plamondon and Michael Robert. The addition of <br /> a clerical support person would also be very helpful. The process I would propose would be <br /> generally similar to that we used on Scobert Park but abreviated both due to the smaller number of <br /> people and the level of controversy asnticipated. I would hope this could be concluded in 6 -8 <br /> meetings. <br /> 4. Ask the committee to submit their recommendations by October 1, 1997. <br /> Please let me know how you wish us to proceed. <br />
