Johnny Medlin
November 26, 2003
Page 4
At page 98 of the Plan, Strategy 9 - Implement Stewardship
Management of the Park Edge contains the following actions:
"1. Prepare a property line survey of the park boundary.
Clearly sign and tag the property line.
2. Develop a partnership with adjacent residents to
`adopt the forest edge' and work toward mutual goals
of ecosystem co- management.
3. Assess existing encroachments into the park, make
efforts to remediate with adjacent homeowners, and
aggressively take action, if appropriate, to restore
integrity of the park edge."
Unfortunately for the Wright situation, there was not a defined property
line between the adjacent residential property and the park. The
actions call for efforts to work with adjacent owners and to address the
issue of encroachments.
Under the Hendricks Park Forest Management Plan, this particular
park area is part of the Douglas -fir Forest Management Unit and is
generally an area of passive use not frequented by the public. The
Wright landscaped area does not appear to be an intrusion into the
forest area but a reasonable transition from the residential use to the
park.
Restoration of the area at issue to its natural state would not benefit
the park property and would have a significant impact on the Wright
residence. The result would be a steep bank and the reoccurrence by
the problems caused by the drainage of water from park property in
this area. There is an additional concern that, without some attention
to the level of vegetation and continued irrigation in this area
immediately adjacent to the Wright residence, fire danger presents a
real threat to the structure.
I would like to ask you to view this encroachment and would welcome
the opportunity to meet with you on site to do so. Mr. Wright and I
understand the Division's concerns and want to work with the City to
address those concerns. My client is willing to purchase the
encroachment area or to continue the Revocable Permit, including
payment of the rental amount for passive use of the property. If plant
