• <br /> MINUTES OF THE USER COMMITTEE <br /> February 15, 2002, in the Parr Room <br /> 10:00 -11:30 a.m. <br /> Present: Pat Latimer, John Crane, Arnold Hultberg, Tim Rhay, Johnny Medlin, Paul <br /> Staudhammer, Janet Whitty, Charlie Warren, Dave Battaglia, Mitzi Colbath, Bill Hirsh, <br /> and Pat Bonney. Jeff Faust arrived late and Doug Lemley was called in to participate in <br /> the discussion of agenda item 2. <br /> Minutes from November 16, 2001, were approved. <br /> IGA Addendum: Johnny Medlin reported he received the addendum dated 2/5/02 from <br /> District 4J Ath a request to obtain City signatures and return it to the District. Tim Rhay <br /> verified that the City has no problem with including the Churchill garden in the <br /> addendum. <br /> Trash Removal: Concern was expressed that trash cans don't get emptied in a timely <br /> manner. On Mondays after a weekend event, there is frequently trash all over. Doug <br /> Lemley said the custodian assigned to the synthetic fields is to clean the youth sports <br /> parks and the synthetic turf stadiums. All other outdoor space is the responsibility of the <br /> school custodians. This division of labor is where problems come up. Latimer and <br /> Lemley will make certain the schools are aware of their responsibilities. <br /> Another problem is the birds. They are very clever at taking trash from the cans and <br /> scattering it all over after folks have carefully put the trash in the'containers. The North <br /> Eugene High metal shop is building metal units to hold the trash cans so that the birds <br /> can't get to the trash and pull it out. This should help the situation. <br /> AYSO's request for a single game site: The subcommittee met and discussed this. <br /> They agreed that some fields may be too wet to be playable so it would be very hard to <br /> schedule a single game site. Paul Staudhammer met with Bob Trickett and discussed <br /> the possibility of AYSO having more use on Churchill fields for the last couple of weeks <br /> of the season when it's dryer. Paul said he felt that AYSO had been heard on this issue <br /> and they realize it's not possible to have a single game site for the whole season. It's <br /> just not practical. <br /> Request from adult tackle football league: Dave Battaglia said the City needs <br /> clarification on the special use section of the Policies and Guidelines for the Community <br /> Use of Artificial Surface Facilities. Dave passed out copies of the guidelines. The main <br /> concern was around concessions (page 4, item 5). The policy states the District <br /> receives 20% of all gross concessions and ticket receipts from all general rentals. This <br /> issue is complicated by the fact that the concession stands are school owned. Should <br /> no one other than the school do concessions and arrange a split with the user? What if <br /> the event and therefore the concessions associated with it are too small and the school <br /> doesn't want to bother with it? What then? Lots of discussion ensued. Finally a sub <br /> committee (Jeff Faust, Pat Latimer and Paul Staudhammer) was appointed to try to <br />
