Glenn <br /> Klein advised City staff that it was not necessary to designate the YSPs as city parks in order for the <br /> City's park rules to apply since this could be accomplished by the school district adopting the park rules <br /> and asking EPD to enforce them, which was the path that City staff then pursued. In November, Jim <br /> Croteau responded to Bill Hirsch in a letter dated November 29, 2000 telling him that after consulting <br /> with the City Attorney we proposed that the school district adopt a version of the park rules and send <br /> EPD a letter authorizing enforcement of the rules.
