1
DRAFT City/District 4 -J Park Maintenance Standards
MODE II -YSP
July 30, 1999
The following standards are based on the park maintenance standards published by the National
Recreation and Park Association (NRPA), Mode II: High level maintenance - associated with well
developed park areas with reasonably high visitation. As allowed for by the NRPA's standards, some
adjustments have been made to better fit local conditions and situations. The Mode II -YSP standards,
below, will apply only to the identified Youth Sports Parks.
Turf care - Youth sports parks will contain two types of turf areas: sports turf, defined as the grass
playing surface of designated sports fields, and park turf, irrigated turfgrass outside the
boundaries of sports fields. These two types of areas will be maintained to different
standards:
Sports turf - Mowed a minimum of and once every five working days. Aeration as required, but not
less than two times per year. Over - seeding practiced to maintain turf stand and vigor,
based on sport and level of play. Re- seeding or sodding when bare spots appear. Top-
dressing as required to maintain adequate playing surface. Weed control and/or spot
renovation practiced when weeds present visible problem, interfere with play, or when
weeds represent 5% of the sports turf surface of any field(s), as a goal, but no more than
10% in any case.
Park Turf - Mowed once every five working days. Aeration as required, typically to relieve visible
turf stress due to soil compaction. Over - seeding may be practiced to re- invigorate weak
or thin turf stands. Re- seeding or sodding when bare spots appear. Weed control and/or
spot renovation practiced when 50% of identifiable small area is weed infested or when
weeds represent 25% of park turf surface.
Fertilizer - Adequate fertilizer level to insure that all park turf and landscape plant materials are
healthy and growing vigorously. Amounts depend on species, length of growing season,
soils, and rainfall. Rates should correspond to the recommendations or the Oregon State
university Department of Horticulture and/or the County Extension Service, or an
equivalent recognized authority.
Sports turf - In addition to the above, sports turf may require /receive additional or supplemental
fertilizer application or soil amendments due to high user traffic or the sports /season
played and resultant need to keep grass vigorously growing earlier or later than normal
for park turf, above. Rates should correspond to the recommendations of the Oregon
State University Department of Horticulture and/or the County Extension Service, or an
equivalent recognized authority.
Irrigation - All sports turf, park turf, and landscape planting within the Youth Sports Parks will be
irrigated by an automatic irrigation system connected to a centralized, automated control
system linked to a weather station that automatically adjusts irrigation rates based on
local weather and evapo - traspiration rates.
