Each person received a membership list with
email addresses and phone numbers.
2. Discussions of Purpose: Copies of the Intergovernmental Agreement for
the Joint Use and Development of Youth Sports Parks and Athletic Fields were
provided. Section 5.4 of the agreement states the basic charge to the
Committee. Bill Hirsh reported that the City and 4J already have a good working
relationship where maintenance is concerned. Another committee called the "Site
User Group" has been meeting for nearly 2 years and has greatly improved
working relationships between the City, 4J, and Kidsports. That group set a $5
facility use fee per participant per sport season to be paid by all youth athletic
groups approved by 4J for no charge use of 4J facilities. Of that amount, $2 is for
gym floor refinishing and the remaining $3 is for field maintenance /upgrades.
Approved groups would be expected to pay the same to use the new fields. All
other users would pay rates in accordance with the current 4J Community Use of
School Facilities Guidelines and fee schedule. This Committee could make
recommendations for different rates to the school superintendent.
On the field use matrix (Appendix A of the Intergovernmental Agreement) the
"community" designation includes youth, adult, and City usage. The area marked
"open" would be available to any interested group. All groups would have priority
of usage in accordance with the current Community Use of School Facilities
Guidelines. School usage first, approved youth groups and City usage second,
5/15/00
