C: Alternative Scope - Canoe Canal Only <br /> Define and pursue the Canoe Canal project separately, including scope, time line, funding <br /> sources, etc. Master planning and existing policy is already in place supporting CC <br /> improvements, with a variety of likely funding sources available, where strong water quality and <br /> habitat benefits enable broader appeal. In addition, the level of public support for Millrace Dam <br /> modifications is still unclear, and it faces a different — and likely more challenging — set of <br /> permitting complexities, which would require the projects to be split apart for permitting purposes <br /> by the regulatory agencies. Thus it's likely that each project will inevitably pursue a separate <br /> track. <br /> D: Alternative Scope — Millrace Dam Only <br /> Partner with community group(s) to pursue proposed modifications. Leverage limited City <br /> funding through strong partner participation, in -kind contributions, and donations, including <br /> donor - supported grant applications and consulting services. Allow the level of community <br /> interest to drive the project as appropriate. <br /> E: Alternative Scope — Urban Waterway Recreation Study <br /> Initiate a City- sponsored community conversation about potential recreational and environmental <br /> improvements in the Willamette River. Encourage the participation of interested parties and <br /> stakeholders and work towards and open and objective review of options. Allow resulting ideas <br /> and priorities to drive the next steps of action. <br />
