diversion dam and intake structure under contract with ODOT. The goal was to gain approval <br /> from SHPO for impacts to minor elements of the concrete diversion structure at proposed bridge <br /> footing locations. <br /> A copy of the report has been forwarded to Ken Guzowski, who has initiated a conversation with <br /> SHPO on the City's behalf regarding possible modifications to the dam structure itself for <br /> recreational, hazard mitigation, and environmental purposes. Ken indicates that SHPO is often <br /> willing to work to collaborate in creative ways, in particular if involved early in the process. <br /> More information regarding how the structure may be used is forthcoming. <br /> Scope Alternatives <br /> During preliminary investigation, a few complicating factors have become clear. First, the <br /> proposed projects, i.e. enhancements to the Canoe Canal and modifications to the Millrace Dam <br /> for recreational purposes, may be difficult to tie together from with a common scope, objective, <br /> and funding source. While certain partners and regulatory agencies may be involved in both, it is <br /> unclear if the projects could reasonably pursue a common time line, or make use of a common <br /> funding source. From a regulatory standpoint, it is very likely that the projects will need to <br /> permitted and considered through separate applications. In addition, stakeholders, advocacy and <br /> user groups, and project goals will vary between the projects. <br /> Second, each of these projects touch on issues, concerns, and/or opportunities related to Eugene's <br /> urban waterways. We should be prepared to address calls for additional planning in related areas, <br /> or define the scope of the project clearly enough to explain a reasonable separation (funding, <br /> timing, objectives, etc). Discussion of scope and purpose is likely to flow into one or more of the <br /> following areas: <br /> • Without alternatives for comparison, it may be difficult to determine if the Millrace Dam <br /> is the best location for a whitewater feature. In addition, there may be other opportunities <br /> to improve recreational access, safety, and environmental aspects, perhaps in conjunction <br /> with bank restoration projects currently planned through PWE, that have not been <br /> explored. This suggests the possible need for a more comprehensive study of recreational <br /> opportunities along the Eugene stretch of the Willamette River. <br /> ❖ Recent press regarding the approval of $15M of WRDA funding for restoration of the <br /> upper Willamette, including language specific to the Eugene Millrace, is likely to <br /> stimulate public interest in the Millrace. Proposed changes to the dam structure for <br /> recreational purposes may affect the community's overall perception of the Millrace, or <br /> be otherwise tied to legal considerations given the feature's historic status. Several other <br /> recent planning activities such as the daylighting proposal for the Cannery Neighborhood, <br /> Walnut Station MUC planning, and the U of O's recent announcement of changes in use <br /> have already contributed to a heightened public awareness of Millrace planning needs. <br /> Below are several alternative project scope scenarios to consider (as noted on attached matrix): <br /> A: Canoe Canal and Millrace Dam Recreational and Environmental Enhancements <br /> Proceed with scope development for improvements to the Alton Baker Canoe Canal and the <br /> Millrace Dam structure. This scope option represents the original project as discussed fall 2007, <br /> and serves as the basis for the fact - finding exercise outlined in this document. A preliminary cost <br /> estimate for potential Phase I design and consultant services has been prepared.
