Ms. Mello asked how long the current trail was, and if races were held on the trail. Geoff
Hughes replied that the trail was 4.17 miles long, and that there were races using part of the trail
every week in the summer. Mr. Olsen added that cross country races for high schools used the
trail almost weekly in the fall, and that on average the trail was used for races probably twice a
month.
William Hughes asked if rerouting the 1000' of trail was a certainty. Mr. Richardson responded
that the current plans did not include adding an additional 1000' section.
Ms. Brand asked if one section of the trail could be dually marked, with both red and yellow, to
add the extra 1000' as a temporary fix.
Mr. Richardson commented, regarding a timeline, that ODOT was waiting for directions from
Eugene POS, and had committed to paying for the additional 1000' if an acceptable alignment
could be found. He said all the options were acceptable to ODOT, except for possibly the red
loop detour adjacent to the staging area. He said that all options required a permit process that
could take a maximum of five months, and thus might put the project out of the 2009
construction season. He noted that the process could have been better, and that he hoped a
resolution acceptable to all could be found soon.
Ms. Brand asked if a subcommittee could work on this issue. This was agreed to be a good idea.
It was suggested that everyone meet to walk the area together, and that it was important to
choose an option with the least environmental impact. Mr. Geoff Hughes asked to be included in
the walk or meeting.
4. Approval of Minutes of April 16, 2009
Mr. Cooper said his name was misspelled on page 1. Ms. Larison noted an error on page 5
where she understood that Jeff Ard was still eligible for reappointment. Mr. Hyde clarified that
the correct wording would be that Mr. Ard and Ms. Larison were serving their first full term and
could reapply, and Mr. Ernst was serving his second full term and was not eligible for
reappointment.
Ms. Brand, seconded by Ms. Behm, moved to approve the minutes of April 16,
2009, as corrected. The motion passed unanimously.
5. Announcements and Points of Information
There were no announcements.
6. Reports from Subcommittees
a. Wildlife /Habitat
Ms. Brand reported that the subcommittee met at the BMX site and was happy to see that things
MINUTES — Citizen Planning Committee for July 16, 2009
Whilamut Natural Area
