Sidewalk access ramps will be reconstructed to federal <br />accessibility standards, the existing pedestrian island at First and Monroe will be removed and replaced with a new <br />crossing that includes pedestrian-activated flashing lights, and the deteriorated asphalt driving surface will be ground <br />off and a new asphalt surface will be constructed. <br />The contractor will then move to Monroe Street between First Avenue and Blair Boulevard. Access ramps <br />will be installed or upgraded, and deteriorated concrete panels will be removed and new panels will be poured. <br />The third street being repaired is Madison Street between First and Eighth avenues. Access ramps will be <br />reconstructed as will the badly deteriorated asphalt roadway. In reconstruction, the entire structure is removed and <br />rebuilt from the ground up. This type of repair is needed when surface repairs cannot fix the damage to the <br />underlying road bed. <br />“These streets are in really bad condition,” says Project Manager Chuck Mueller. “When this project is <br />completed, conditions will be greatly improved for everyone who walks, bikes or drives in this area.” <br />During construction, at least one lane be kept open, and access will be provided to all businesses in the <br />project area. People will also be able to walk and bike through work zones although there may be temporary ramps <br />and short detours in active work zones. The intersections on Monroe Street at Third and Fourth avenues will be <br />closed for a time.
