If we do not have an SB this fiscal year, it is possible that you will spend some dollars that have never been (and <br />will never be) appropriated in 343 … but there is not a problem with doing that. Appropriation is a legal spending limit, <br />and it is a limit by reporting fund. If you spend ~$50K more than is budgeted in 343 in FY14, you will not exceed the <br />reporting fund legal spending limit. We have gotten away from the practice of using the SB process to match up our <br />appropriations with spending at fiscal year end. So unless there is some other legal reason to have an appropriation this <br />fiscal year, I am comfortable with foregoing the SB process … which does not in any way hinder your ability to spend all <br />of the remaining dollars that are estimated in this fund. <br /> <br />Does that make sense? For the April snapshot for <br />the capital rollover, I will roll the balances in the projects as we have in the past.
