Johnston, West Eugene Wetlands Project Manager <br /> In January, 2009, the Eugene District Office (EDO) requested the assistance of the OR/WA State Office <br /> (OSO) and (WO) to help scope out future alternatives and opportunities for the West Eugene Wetlands <br /> program. Specifically, the Eugene District requested administrative support to create a sustainable <br /> management strategy, and form a team to participate in strategy discussions, (including SO briefings). <br /> The strategy team process revealed the over arching concept that the BLM has a unique opportunity to <br /> build upon nearly 20 years of collaboration in the WEW Partnership and the potential to expand in non- <br /> traditional ways. Further, it is critical that any future decisions include strengthening WEW linkages <br /> with traditional BLM programs and relationships with appropriate WO and OSO program leads. <br /> The EDO's Vision for the Future is based on a series of discussions and consultation designed to guide <br /> and inform the decision making process. This vision represents the Eugene District's preference for <br /> future actions and corresponding decisions. The vision was informed by a synthesis of the options from <br /> the West Eugene Wetlands Sustainable Management Strategy: Background and Options paper. This <br /> Vision paper narrows the discussion pursuant to "determine the best option. " The framework that was <br /> established to create the WEW Sustainable Management Strategy includes the following: <br /> (Italic text represents tasks that are completed and are described in the WEW Sustainable Management Strategy: Background <br /> and Options paper. ) <br /> 1. Develop Sustainable Management Strategy <br /> a. Create a list of BLM stakeholders who should be involved, and/or receive updates (PAO, <br /> Recreation, BLM Washington Office, etc.) <br /> b. Create a list of partners & stakeholders who should be involved, and/or receive updates <br /> 2. Finalize Sustainable Management Strategy <br /> a. Facilitate internal and external discussions to determine the best option. <br /> b. Develop a plan to implement the best option <br /> 3. Implement Sustainable Management Strategy <br /> This may take several years to complete to ensure a smooth transition that satisfies all legal <br /> requirements and expectations from our partners. <br /> The companion paper, Background and Options, articulated where the partnership has been and the <br /> options that the strategy team explored: <br /> • Option A: Continue the Status Quo with Management and Operations of the WEW <br /> • Option B: Maintain WEW Project in BLM, Increase Support <br /> WEW Vision 2009/2010 -- —� _ -- Page 1 — — -- ------ - - - - -- <br />
