This is a class - express classification evaluation statement written by Howard Hunter, <br /> C) Acting Coast Range Area Manager. <br /> Background: <br /> The incumbent of this position serves as the manager of the West Eugene Wetlands Project (WEWP). <br /> The WEWP Project Manager position was originally set up as a temporary position intended to <br /> manage the acquisition phase of the project. The person currently in the temporary position is <br /> working under a GS- 301 -12 position description. The current vision of the project involves a much <br /> longer perspective including management of wetland restoration, recruiting external funding sources <br /> for the development of an environmental education center, and the long -term management and <br /> maintenance of the acquired lands. Since the goals and objectives for the project have changed, a <br /> new position description has been written to reflect the new duties of the Project Manager. <br /> The Eugene District's WEWP lands are located adjacent to and within the urban growth boundary of <br /> one of the largest cities in Oregon. The BLM is committed to integrating the needs of human <br /> communities and wetland ecosystems in the southern Willamette Valley through participation in a <br /> unique set of cooperative relationships for the management of these lands and resource values. <br /> Implementation of this project involves the acquisition and management of up to 3,500 acres of high <br /> quality wetland habitat, a large percentage within the city limits and urban growth boundary of <br /> Eugene. Because of the location of these lands, this project is unique to the BLM and requires close <br /> communication and coordination with many publics, agencies, and elected officials. This project will <br /> ultimately bring into public ownership a system of wetland resources linked from the City of Eugene <br /> to Fern Ridge Reservoir, approximately 4 miles west of Eugene. This project is still in acquisition <br /> phase but the restoration and operation phase has begun on the 1,500 acres which the BLM has <br /> 1 acquired thus far. <br /> Series and Title Determination: <br /> The position includes a wide range of duties and responsibilities associated with the development and <br /> management of multiple -use public lands supporting rare biological communities. The incumbent <br /> must solve problems covering diverse wildlife, botany, riparian habitat, and wetland management <br /> situations, hydrologic regimes, and evaluate habitat conditions and trends, with an emphasis on the <br /> creation of seasonal wetland habitat. There is no one appropriate series for this position, therefore the <br /> GS-401 General Biological Science Series is considered most appropriate for this position. The <br /> Wildlife Refuge Management Standard, GS-485 is used to evaluate the grade level of this position. <br /> Grade Determination: The leadership duties required by the position constitute less than 25 <br /> percent of the position.
