MEMORANDUM
Date: May 16, 2002
To: Public Works Department Review Team
From: Therese Walch, Stormwater Management Team Chair
Mark Schoening, Public Works Review Group Liaison
Subject: Stormwater Program Management/Coordination Recommendations
The Public Works Department review process (a.k.a. Towery project) identified issues related
to the current management of the stormwater program. These issues were consistent with
issues about stormwater program management which were raised previously through other
venues and were already being discussed by the Stormwater Management team. The Public
Works Review Group charged the Stormwater Management team with continuing the work to
evaluate these issues, coming up with a recommendation, and reporting back. The attached
report is the result of our work over the past several months examining these issues, and
discussing and evaluating potential solutions. We will be presenting this report at the next
scheduled Towery meeting on May 17.
Subsequent to the Towery presentation, these issues will be handled separately from the Public
Works review process. Reasons for this include: the issues raised have origins which precede the
Public Works review process; there is a Stormwater Policy Team which will ultimately provide
direction on these issues; and there is still some controversy related to the issues and potential
solutions.
