If the <br /> following steps occur and are communicated, they would help to ensure project success: <br /> 1. Needs are identified by: Council, Tong -range master plans, stakeholders... <br /> 2. Projects are conceived by Program Managers in relation to Council Goals (key criteria) <br /> and incorporated into Capital Improvement Plan and /or Work Program. <br /> 3. Reviewing related and competing goals places projects in context /priority. <br /> a. Identify owner, client, associates, including roles /desires /preferences and <br /> concerns. <br /> b. Select Project Manager/Team <br /> 4. Refine issues of agreement and conflict among and between programs that require the <br /> application of a Decision Making Model to ensure implementation of the project. <br /> Implementation of Goals component involves policy and administrative leaders and staff from <br /> multiple departments.
