Maintenance techniques for cleaning open water channels that minimize <br /> pollution and increase multiple benefits will be researched and evaluated for possible local <br /> application. Participation in the National Flood Insurance Protection Program will continue, <br /> with emphasis on improving the City's Community Rating Service. <br /> 2. Water Quality Services <br /> This is a new stormwater service. It is needed to meet federal stormwater quality mandates. <br /> This service will emphasize controlling pollution at its source, and the use of "Best <br /> Management Practices" to reduce non -point source problems. The following are areas of <br /> program emphasis: <br /> • Identification of pollutants through monitoring efforts. <br /> • Identification and correction of known problem areas. <br /> • Use of appropriate and safe disposal practices for known pollutants. <br /> • Creation of water quality based standards for new development. <br /> • Extensive public education for residents, businesses, and industry. <br /> 3. Related Natural Resources Protection Services <br /> This is a new stormwater service. This service acknowledges the beneficial effects of certain <br /> natural resources in controlling floods and removing pollutants from stormwater run -off. <br /> Because wetlands and riparian areas are usually located within flood plain boundaries or <br /> adjoining major waterway corridors, there is a high probability they are hydrologically <br /> connected to the City's flood conveyance system. As a result, they often play an important <br /> role in providing flood control and water quality benefits to the community. The protections <br /> and maintenance of these resources, therefore, is important for stormwater management <br /> purposes, and because federal and state mandates require their protection. <br /> With the adoption of the West Eugene Wetlands Plan, the City is committed to managing <br /> wetlands and waterway corridors in west Eugene in a manner that improves water quality, <br /> provides flood protection, increases wildlife habitat, and provides recreation and educational <br /> opportunities. In addition, the West Eugene Wetlands Mitigation Bank will provide the <br /> management framework for the restoration of the west Eugene wetlands for their flood <br /> control, water quality, and wildlife habitat values. In exchange, property owners who need to <br /> meet mitigation requirements will be able to purchase mitigation "credits" from the bank. <br /> The natural resources protection service will also examine other areas of the City's public <br /> stormwater system to determine where other natural resources play a similar role in <br /> stormwater management as those in west Eugene. <br /> 4. Multiple Benefits <br /> With CSWMP, the goal will be to protect and incorporate viable natural waterway systems <br /> into the storm drainage network. And, where new stormwater facilities are to be constructed, <br /> or where existing facilities are to be reconstructed, the goal will be to provide multiple <br /> community benefits of flood control, water quality treatment, natural resources protection, <br /> recreation and education opportunities. <br /> 14 <br />
