. GENE
EU
Public Works
Administration Division
City of Eugene
MEMORANDUM 858 Pearl Street
Eugene, Oregon 97401
(541) 687 -5262
(541) 683 -6826 FAX
Date: October 29, 1996
To: Scobert Park Advisory Committee
From: Christine Andersen, Public Works Director
Dave Whitlow, Public Safety Director
Subject: Overview of Committee Charge
Thank you for your willingness to participate in this community effort to provide direction on
the future of Scobert Park. We appreciate the commitment you are making to serve on the
Scobert Park Advisory Committee, and we pledge that your ideas and visions for the park will
receive full and fair consideration. As directors of the City departments most directly
involved with this committee, we will be provided with copies of the minutes of all committee
meetings, and we will receive the committee's ultimate recommendations. As much as
possible we will respond directly to your recommendations. In some cases we may need to
forward your ideas to the City Council or other boards and commissions, as appropriate. We
have appointed key staff people to work with the committee, and we encourage you to work
with these staff members to get the information you need to make your final recommendations.
The membership of this committee is intentionally large and diverse. Over the past several
months, many people have come forward to express their interest in Scobert Park. To
accommodate these many areas of interest, the committee is made up of 17 representatives
from the following general groups: the houseless; residents of the West Blair neighborhood;
immediate neighbors of the park; local businesses; social service providers; people with an
interest in horticulture; and the City's voter pool. We are providing the committee with the
services of a trained facilitator to assist you in the process of gathering information, discussing
altematives, and formulating recommendations. The number and location of committee
meetings will, in great part, be determined by the committee. We do ask that you complete your
discussions and make your recommendations by early spring 1997 so that any appropriate action
plans can be implemented before next summer.
As the group begins its work, it may be useful to review the goals established when the
Citizen Involvement Committee reviewed the formation of this committee:
• Provide a park that is safe for community members.
• Provide a park that is useful for community members.
