7 <br /> MEMORANDUM <br /> Date: January 25, 1996 <br /> To: Executive Managers and Division Managers <br /> From: Linda Norris, City Manager <br /> Subject: DEPARTMENT COMMITTEES/VOTER POOL <br /> I am sending this information to you to clarify how committee members are to be selected from <br /> the Voter Pool for department committee positions. The Mayor and City Council are concerned <br /> that the practice of random selection is not being carried out in the Voter Pool as it was originally <br /> designed. <br /> PROCESS FOR SELECTING NAMES FROM THE VOTER POOL <br /> The Voter Pool names are drawn by Lane County Elections Division at random. Once they are <br /> received, postcards with areas of interest, name, address and phone numbers (day and evening) <br /> are sent to those on the list to fill out and send back if they have interest in serving on a <br /> committee. As the postcards are received they are put on a list. The Voter Pool list, the Special <br /> Interest Pool list and Neighborhood Pool list are sent to City staff to use when selecting members <br /> for a department committee. <br /> When selecting a name from the Voter Pool list, staff are to pick out all of the people who have <br /> shown interest in the issue then select at random a name to call. The random selection could be <br /> as simple as putting individual names on a pieces of paper, put them in a hat (so to speak) and <br /> select one to call. Should the person you call be unable to serve at this time, then the next name <br /> should be selected in the same manner and so forth until a person is contacted that is willing and <br /> able to be on the committee. <br /> As Voter Pool members are selected and confirm that they will serve on a committee, they are <br /> then sent a Boards and Commission application to be filled out. This helps us keep up with the <br /> demographic information on committee members. <br /> Once a year, the three pool lists are updated by letters sent to all of the pool members to have <br /> them reselect areas of interest, and confirm addresses and phone numbers. Currently there are <br /> 253 names in the Voter Pool, 209 in the Special Interest Pool and 89 in the Neighborhood Pool. <br /> Should you have any questions, please call Sheri Pearsall at 687 -5010. <br /> cc: Mayor and City Councilors <br />
