Guzowski <br /> RECREATION <br /> City of Eugene Planning Department <br /> 99W 10th Avenue DEPARTMENT <br /> Eugene OR 97401 <br /> STATE HISTORIC <br /> PRESERVATION OFFICE <br /> Dear Ken: <br /> In your capacity as principal staff support for the City of Eugene Historic Review <br /> Board and CLG liaison, you are in the best position to help us understand an issue <br /> which has arisen with regard to City- authorized placement of a portable toilet <br /> building in front of 451 Blair Boulevard, at the gateway to the district registered in ti <br /> 1993 as the Eugene Blair Boulevard Historic Commercial Area. <br /> fi <br /> While we grasp the circumstances which prompt the City to provide temporary <br /> sanitary facilities in the neighborhood in preference to unacceptable alternatives, <br /> we would like to inquire about the decision making process that led to approval of <br /> so prominent a location in the National Register Historic District. <br /> One can see that the property selected for siting of a temporary toilet building may <br /> have offered the virtue of owner consent, but, visually, the toilet building would <br /> appear to be a detriment to the district at that location since it looms large in the <br /> public view. This is particularly so since the backdrop is the row of small scale, <br /> single -story Burton's Saw Factory worker bungalows. <br /> Can you tell us whether other sites in near proximity to the Eugene Mission were <br /> considered in the selection process and whether the Eugene Historic Review Board <br /> was informed of the plan and given an opportunity to comment on its effect upon <br /> the National Register district? <br /> Thanks, Ken.
