-00 Administrative Services
EUGENE Information Services
Division
City of Eugene
MEMORANDUM 61 W. 8th Avenue, Second Floor
Eugene, Oregon 97401 -2793
(541) 687 -5070
(541) 683 -6899 FAX
(541) 687 -5461 TTY
Date: September 19, 1996
To: Council Committee on Telecommunications
From: Randy Kolb
Subject: Public Comment on Telecommunications Policies
The CCT is providing an opportunity for telecommunications providers to make comments on the draft
Telecommunications Vision and Policies. The CCT may wish to provide a similar opportunity to the
public. Staff has developed several options if the committee chooses to do so.
1. Provide a Public Forum at CCT Meeting - With this option the CCT would set aside time at an
October meeting to hear public comment on the vision and policies. Staff would place an
announcement of the meeting in the local media and contact organizations such as neighborhood
groups, Lane Education Network partners, and the Oregon Public Network (EFN). Written comments
would also be accepted including the ability to e-mail comments from the City of Eugene Home Page
on the Internet.
2. Provide a Public Forum with City Staff - Provide an opportunity for the public to comment on the
vision and policies at a meeting run by City staff. With this option staff would record the comments
and prepare a report for the CCT. Again, staff would conduct an outreach effort and written/e -mail
comments would be accepted. Members of the CCT could attend the session if they wished to.
3. Accept Written Comments Only - Provide an opportunity for the public to submit written comments
on the vision and policies. Again there would be an outreach effort and e-mail would be an option for
comments. Staff would prepare a report for the CCT.
4. Defer Public Comment - With this option the CCT would defer hearing public comment until the
Telecommunications Plan is near completion and /or is being considered by the City Council. At that
time comment would likely be on the full plan instead of the vision and policies. The public comments
could be part of the process of adopting the Telecommunications Plan and associated ordinances.
There may be other alternatives or variations that the committee wishes to consider. The committee is
asked to consider the alternatives and determine which, if any, should be implemented.
VI -2
