AGENDA ITEM SUMMARY <br /> October 10, 1996 <br /> TO: Citizen Involvement Committee <br /> FROM: Jan Childs, Planning Division <br /> TITLE: Telecommunications Plan Public Outreach <br /> ACTION REQUESTED: Information <br /> BRIEFING STATEMENT: At its September 26, 1996 meeting, the City Council Committee <br /> on Telecommunications (CCT) discussed options for public review of its draft <br /> Telecommunications Vision and Policies. The CCT endorsed options to provide a public forum <br /> either at a CCT meeting or at a meeting run by staff. Staff has scheduled the public forum for the <br /> October 24, 1996 CCT meeting. The CCT also asked staff to inform the CIC of public outreach <br /> on the draft Telecommunications Vision and Policies and to solicit its comments. <br /> ITEMS UNDER SEPARATE COVER: <br /> Memo from Randy Kolb to the Council Committee on Telecommunications, September 19, <br /> 1996. <br /> BACKGROUND: In May 1996, the City Council conducted a work session on the <br /> development of a City telecommunications plan. The council appointed a Council Committee on <br /> Telecommunications (CCT) to provide policy direction to the council in the development of a <br /> telecommunications plan. The committee consists of City Councilors Nancy Nathanson, who <br /> serves as CCT Chair, Shawn Boles and Pat Farr; Planning Commissioner Art Farley; and Budget <br /> Committee member Gerry Gaydos. In July 1996, the City hosted a conference on the <br /> Telecommunications Act of 1996 to which local governmental entities were invited. <br /> The CCT began meeting in July 1996 and has adopted scoping statements for work related to <br /> 1) development of an ordinance, zoning and right -of -way policies and determination of a fair <br /> franchise fee for the use of the right -of -way; 2) summary analysis of community needs and <br /> analysis of how those needs can be met; and 3) preparation of a legislative strategy. In August <br /> 1996, the CCT began discussion of possible City policies related to the various roles that local <br /> government plays in telecommunications, such as regulator, landlord, purchaser, and provider of <br /> information services. <br /> The CCT approved a draft Telecommunications Vision and Policies for review at its September <br /> 5, 1996 meeting. At the September 26, 1996 CCT meeting, fifteen telecommunication providers <br /> were invited to comment on the draft Vision and Policies. The CCT has scheduled public <br /> comment for the October 24, 1996 CCT meeting. <br /> VI <br />
