ADMINISTRATIVE ORDER NO. 58-96-21 <br /> of the <br /> Executive Director of the Public Works Department <br /> ORDERING THE TEMPORARY CLOSURE OF PORTIONS <br /> OF SCOBERT PARK. <br /> The Executive Director of the Public Works Department finds that: <br /> A. On September 11, 1996 I issued Administrative Order No. 58 -96 -20 rescinding <br /> Administrative Order No. 58 -96 -18 which had ordered the temporary closure of Scobert Park, <br /> located at 1180 West 4th Avenue, within the City of Eugene, in order to allow the City and residents <br /> of the area an opportunity to conduct a study with respect to the future use and/or temporary closure <br /> of the park. <br /> B. Based on that review, and the prior petition in support of closure of the park of the <br /> Whiteaker Community Council's Executive Board, it has been recommended that the portions of <br /> the park with planted vegetation (other than the grassy areas in the front portion of the park) be <br /> temporarily closed to allow City staff and the Whiteaker Community Council Task Team for Scobert <br /> Park Improvement an opportunity to implement improvements designed to restore the park's <br /> vegetation, which has sustained severe abuse. I concur with that recommendation, and find it would <br /> be in the public interest to temporarily close those portions of Scobert Park. <br /> Now, therefore, based on the above findings, which are hereby adopted, and the authority <br /> of Section 1.003 of the Park Rules as amended by Administrative Order No. 58 -06 -16 on August <br /> 16, 1996: <br /> It is hereby ordered that: <br /> 1. Those portions of Scobert Park, located at 1180 West 4th Avenue, Eugene, Oregon, <br /> that contain vegetation and the boundaries of which are delineated by a fence(s) or other barrier(s) <br /> erected by the City, are hereby closed to entry by all persons other than police officers, authorized <br /> City employees, or persons with written authorization from the Public Works Director or the Parks <br /> Maintenance Manager, effective 12:01 a.m., September 17, 1996. Written authorization may be <br /> granted to: (1) those persons maintaining an already - established garden within the boundaries of <br /> Scobert Park, with such access permitted solely for the purpose of maintaining the garden; and (2) <br /> members of the Whiteaker Community Council Task Team for Scobert Park Improvement, such <br /> access permitted solely for the purpose of executing planned improvement projects to the park. The <br /> closure shall remain in effect until December 2, 1996. <br /> 2. In addition to any other measures that may be implemented to ensure that entry to the <br /> closed portions of Scobert Park is restricted, the City shall erect fences or other barriers around the <br /> Administrative Order - 1 <br />
