HAMMITT Bob
From: MORGAN Dick A
To: HAMMITT Bob
Cc: ETTER John F
Subject: Scobert Park
Date: Friday, May 09, 1997 1 1:20AM
Bob, the activity in Scobert Park is on the rise! There was another stabbing this last wednesday night (5/7)
with another one about three blocks away the same night. The drinking problem is increasing with people
going into the shrub beds at the back of the park and into the east side shrub bed. The plant material is
already showing signs of trampling. Food not Bombs is giving food away every thursday and Friday at
about 3pm. The police are hesitant to enforce the need for a Restraunt license to disburse food from the
stand point that the City might look bad for preventing an organization from helping the homeless! Plus
there would probably be a major confrontation with the Icky's crowd. I have a call into Larry Morris in
facilities to look at getting a motion detecting Tight put into the sounteast area of the park. As I suspected
Bob Emmons wanting to have a meeting was regarding the possibilty of getting a simulated wrought iron
fence around the landscaped areas to prevent access into those areas. My rough guess is that a fence
along the path all the way around the park would cost some where between $12,000 - $15,000 (about
$25 per lineal foot)! The problem is not going to go away. In my opionion the only real answer will be a
major enforcement effort by DPS.
Page 1
