OFFSUM.707 Page 2 <br /> -- Due to insufficient time on June 25, council asked that the SDC item be postponed. Officers <br /> recommended that both of these items be scheduled on July 16. Relatedly, officers reaffirmed that <br /> Councilor Taylor had requested a council review of the City's affordable housing program and <br /> recommended that this be scheduled in the fall. <br /> g. Amend July 9 Agenda: Postpone External Review Proposal to July 16 & Add Enterprise Zone <br /> City Manager Vicki Elmer requested and that she be provided an additional week to prepare the external <br /> review proposal as she was meeting with the Human Rights Commission July 8. Also, she requested that <br /> the council may wish to makes its appointments to the interjurisdictional Enterprise Zone Committee on <br /> July 9. Council officers concurred. <br /> h. July 23 EWEB Telecommunications Item <br /> -- Officers discussed the scheduling of this agenda item at which time a representative of the EWEB board <br /> will be in attendance. Warren Wong, ASD Executive Manager, stated that he believed EWEB would be <br /> contacting members of council to invite them to short briefings on the subject. Officers discussed the <br /> feasibility of conducting a joint EWEB /Council meeting on common issues. Officers requested that staff <br /> look into this provide a recommendation. <br /> III,. • - - •I • <br /> a,. Skinner Butte Flag Issue. Public Participation <br /> - -On June 18, council requested that officers revisit this issue. Officers recommended, due to their heavy <br /> schedule, that for now, staff continue to collect the suggestions being received for a Skinner Butte war <br /> memorial. <br /> Proposal. University Small Business Association Services District <br /> Councilor Lee presented information from the West University Small Business Association and request that <br /> the council consider a proposal to establish a self - assessed services district similar to that recently approved <br /> downtown. Officers recommended that a work session be held on August 6 and tentative dates for a public <br /> hearing and action be reserved in September. <br /> c Committee Proposal. Change Name of Scobert Park to Scobert Garden <br /> Mr. Farkas discussed a department committee proposal to rename the park, which requires council approval. <br /> Officers recommended the name change, requesting that this recommendation be reflected in this summary <br /> so the full council can ratify it on July 14. <br /> t. Downtown Services District. Parking Lot Business Assessments <br /> - -Bob Hibschman, Planning and Development, stated that Councilor Nathanson had requested this <br /> follow -up when the Downtown Services District was renewed. Due to council workload, officers requested <br /> that this issue be postponed to a fall council officers meeting. <br /> e. State Legislative Update <br /> Councilor Swanson Gribskov requested a staff update regarding actions taken at the State Legislature. At <br /> this time, officers recommended a written update. As this information was recently forwarded via e-mail, <br /> staff were requested to copy and distribute it at the July 9 council meeting. <br />
