• A majority of participants stated that they would move towards opposing the land swap proposal <br /> if they knew that without it government condemnation was involved. Clearly, participants were <br /> actually expressing their strong opposition to condemnation as a land acquisition approach. <br /> • Community involvement was a strong theme in the findings and was rated as the most important <br /> factor in determining which approach the City should take. Both opponents and proponents of <br /> the project want more opportunities in determining how the development will look, but whether it <br /> has been made clear that the land swap approach provides the most public involvement <br /> opportunities is not known. <br /> I am assuming that we will be going to Council with a discussion of the survey, the results of the two <br /> property appraisals, and a discussion of next steps. I am also conducting a preliminary evaluation of the <br /> alternative proposal forwarded by the SCCSPOS and the Santa Clara Community Organization and can <br /> share that with you and/or with Council whenever necessary. I will also be working with David Reed as <br /> he addresses the park issues within the transition planning process. The fmdings relating to community <br /> involvement will be critical. Although we have done considerable outreach on this project to date, the <br /> fact that community involvement was identified as a high priority for proponents and opponents of the <br /> project indicates some common ground —a desire to continue the community dialogue in a way that is <br /> better suited to effectively communicating the complexities of the project and the community. <br /> I look forward to the opportunity to discuss these findings further. In addition to the copies I've provided <br /> to both of you, I am sending a copy to David Reed and to Mike Evans. I will provide public copies, <br /> including a copy on the website, once Council has received the documents.
