MEETING MINUTES <br /> Date: August 11, 2000 <br /> Subject: Santa Clara Community Park Acquisition <br /> Attendees: Johnny Medlin, PWM <br /> Jeff Lankston, PWM Division Manager <br /> Jim Croteau, PDD <br /> Andrea Riner, Parks Planning <br /> Background <br /> The Parks & Open Space bond measure includes funding for the acquisition of a 40 -60 acre <br /> community park site in Santa Clara. Two alternate sites have been evaluated, and a preferred site <br /> selected. The preferred site is a parcel owned by Norman & Melvin McDougal and is located <br /> north of Irvington Road and east of the Northwest Expressway. The site is located outside of the <br /> UGB, but within the current Urban Reserve. <br /> Staff have been in contact with Mike Evans, Land Use Planner, who represents the McDougal <br /> brothers. He indicates that the property owners have an interest in selling and/or donating <br /> property to the City, but not until the property is within the UGB. An executive session was held <br /> June 19th to review the acquisition with Council. <br /> Discussion Items <br /> Staff discussed the following issues to determine potential next steps in developing a purchase <br /> agreement with the McDougals: <br /> • The City is working on a study of urban reserve areas. Per state administrative rules, <br /> highest consideration is given to marginal lands, while farm and forest lands are to be <br /> considered last when identifying urban reserve. The McDougal property is currently <br /> zoned EFU. <br /> • If possible to expand the UGB, the development of an overall master plan that includes <br /> residential, commercial, park, and open space areas, is a strategy preferred by the <br /> property owners, Parks Planning, and Paul Farmer, PDD Executive Manager. <br /> • In addition to the Irvington Rd. Site, the McDougals own approximately 240 acres south <br /> of Moon Mountain. A portion of this property is within the UGB. Mike Evans, in a <br /> letter to PDD, has requested that the City consider a potential "exchange" of acreage <br /> between these two sites. For example, 100 acres of the Moon Mountain site that is <br /> currently inside of the UGB would be placed outside of the UGB, and 100 acres of the <br /> Santa Clara site would be moved inside of the UGB. <br /> Parks Planning August 11, 2000 <br /> SC -CP Acquisition <br />
