River Road/ Santa Clara Transition and Heritage Strategy Framework <br /> *Draft Response* <br /> Community LANDSCAPES <br /> 1. Establish an Extensive Program of Parks, Open Space and Natural Area Protection, <br /> acquisition, and Development. <br /> The Draft Parks, Recreation, and Open Space Comprehensive Plan and the accompanying <br /> Project and Priority Plan contain strategies and actions which will establish an extensive system <br /> of services for the River Road/ Santa Clara neighborhoods. Specific strategies and actions are <br /> listed following the five topic areas listed below. <br /> a) Expand public ownership and improve facilities and access to the Willamette <br /> River Greenway <br /> PROS Plan Strategies: <br /> C -30. Develop amenities to promote canoeing, kayaking, rafting, drift boating, and river surfing <br /> on the Willamette River and other appropriate waterways. <br /> D -1. Promote connectivity between natural areas and other recreation facilities and community <br /> destinations through acquisition and trail development whenever feasible. Work with <br /> appropriate governing jurisdictions, such as Lane County, to explore feasibility of trail <br /> connections between natural areas, recreation facilities, and community destinations on <br /> lands outside Eugene's urban growth boundary. <br /> E -13. Provide more access to the Willamette River for water - related recreation and trail uses. <br /> 1 -23. Work with Lane County and property owners of local gravel mining operations located <br /> north of Eugene's urban growth boundary along the Willamette and McKenzie Rivers, to <br /> explore the recreation potential of those sites once mining operations are concluded. <br /> Project and Priority Plan Actions: <br /> River Road/ Santa Clara Planning Area <br /> • 7-Acquire additional river frontage, including property to the north (see maps 1 and 4) <br /> • Develop a second Willamette River boat launch <br /> b) Modify City and County land development standards to require more open <br /> space and natural area preservation. <br /> PROS Plan Strategies: <br /> H -17. Pursue and maintain effective partnerships with public, private, and non -profit <br /> organizations to acquire, develop, and maintain parks, open space, and recreation <br /> facilities. <br /> 1 -14. Coordinate planning efforts with Metropolitan General Plan, TransPlan, stormwater and <br /> bicycle plans, and other related City planning efforts. <br /> 1 -24. Acquire parkland and natural open space in advance of need to reduce land acquisition <br /> costs and to protect critical resources. <br /> 1 -25. Identify and pursue opportunities with willing sellers as the preferred approach when <br /> evaluating parkland and natural open space acquisition options. Consider willingness of <br /> seller as a key criterion when prioritizing acquisition opportunities. <br /> December 28, 2005 Page 1 <br />
