Of the four owners who expressed possible future interest, the following factors apply: <br /> Site D: Goss 17.23 acres Current Rank: 2 Possible Cost: $2.6 million <br /> Willingness: The owner has expressed interest in selling to parks at some point, however does <br /> not appear ready to do so at this time. <br /> Analysis: The site is small for a community park, and would not allow all services to be <br /> developed. However, the site also has a number of advantages, including adjacency to a <br /> waterway that may enable the use of stormwater acquisition funds, and the potential to expand the <br /> site towards the river through additional acquisitions of currently undeveloped property. The <br /> greatest advantage is that this site is the ONLY UNDEVLOPED SITE LOCATED WITHIN THE <br /> UGB that remains in consideration. This would enable City services for a community center, <br /> restrooms, and other needed amenities. <br /> Site E: Beat 21.79 acres Current Rank: 3 Possible Cost: $1 million <br /> Willingness: This site is actively used by the owner for a nursery business. The owner has <br /> expressed a desire to continue to use the site with no current plans to retire or sell, and declined a <br /> recent offer to purchase %2 of the property for $250,000. However a high enough price may entice <br /> the owner to sell. <br /> Analysis: This site does offer a reasonably large, flat parcel suitable for ball field <br /> development and other park features. However there are several disadvantages. Street access is <br /> very modest, and would need significant improvements and load smaller neighborhood streets <br /> with park user traffic. The site is located outside the UGB, complicating the development of park <br /> amenities. The gravel mining operation to the south of this parcel is in the process of applying <br /> for permits to expand to the west. The value of the parcel for recreational purposes would likely <br /> be reduced by the mining operation through noise, dust, and visual impacts. <br /> Site H: Eagles 14.00 acres ( ?) Current Rank: 4 Possible Cost: $2 million <br /> Willingness: The head trustee has said that the golf course is no longer profitable and that the <br /> board of trustees has entertained the idea of selling at some point in the future. Other offers have <br /> been made and declined. The board is split on this concept, and the Eagles have to examine their <br /> { options regarding the long -term future of the building and grounds. If they were to sell, it is <br /> likely that they would retain a portion of the property for the lodge, as well as land for parking to <br /> support continued use of the lodge. <br /> Analysis: This is the smallest of the sites examined, with no potential for expansion. As a <br /> comparison, Candlelight Park is only 2 acres larger. The site offers good access on the corner of <br /> Irving Drive and the NW Expressway, and relatively level area for recreational facility <br /> development. The main disadvantage for this site is the current improvement value, which drives <br /> the cost of acquisition higher than raw land values, making it the most expensive site remaining <br /> under consideration.
