•
FY09 Budget Change Proposal
Title: Sports Field Maintenance Agreement with 4J & Bethel School Districts No:
Department: Public Works Dept. Target:
Service Category: 42 - Parks & Open Space Service Category Dept. Contact: Johnny Medlin
FTE
General Fund One -Time Ongoing Total Change
Revenue Change - -
Expenditure Change (160,000) (160,000) -
Net Change - (160,000) (160,000) 0.00
Other Funds:
Fund # Revenue Change -
Expenditure Change -
Net Change - - - 0.00
Fund # Revenue Change -
Expenditure Change -
Net Change - - - 0.00
All Funds Total Revenue Change - - - -
Expenditure Change - (160,000) (160,000) -
Net Change - (160,000) (160,000) 0.00
Brief Summary of the Change:
Under this service reduction option, the Parks and Open Space Division would terminate the sports field maintenance agreement with
4J & Bethel School Districts, under which the City shares the cost of maintaining the synthetic turf fields.
Impact on Customers and Other City Services (include the Impact on Performance Measures):
By not participating in the the maintenance of the fields, 4J and Bethel School Districts may decide to disallow community use of the
fields. If community use of the fields is discontinued, then the City may face claims of inappropriate use of 2006 Park Bond funds.
Focusing our resources on maintaining City infrastructure and implementing this service reduction would have the following additional
consequences:
a. Ending the agreement with 4J & Bethel School Districts would likely have a significant negative impact on our partnering relationship
with the School Districts.
b. The restrooms at the Youth Sports Parks would be cleaned less often; they would likely be dirtier and it would be longer until
-' v vandalism and other damage would be repaired.
c. The artificial fields would be groomed and cleaned less frequently, with the likely result that they will look unkempt and life span of the
fields would be shortened.
/
• d. Our negotiations with other districts or partners would be affected by our termination of our agreement with 4J. e
q A partial list of sites that would be affected by this service reduction include: The Chur hill, Cal Young // and Sheldo Youth Sports Parks ,/
VI C
€dik 4 /I/Ut/ y B/ E i Gi //a axle z`1 " i°1 1 d S ' J`f'
Impact on Council Goals & Initiatives: S
Parks and the synthetic fields at Churchill, North Eugene, Sheldon and South Eugene High Schools and Madison and Cal Young
Middle Schools.
Nr 6r Cal s/`e, A7k
4 id 3 ,,,/ C,sal
chit/did / g .,/ /C/v0
