In the ensuing <br /> EUGENE, OREGON 91402 inspection report that the Corps produced, the Corps required the City of Eugene to <br /> (541) 682 -0800 complete five maintenance actions. The purpose of this letter is twofold: <br /> FAX (541) 682-4882 <br /> 1. To update you on the City's progress on each of the five items. <br /> WWW.EUGENE -0R.GOV /PARKS 2. To seek additional dialogue with the Corps about the last item (removing <br /> vegetation on the landward side of the levees) so that the City and Corps <br /> can better understand the issue and agree on a reasonable approach to <br /> resolving it. <br /> PARKS AND OPEN SPACE PLANNING <br /> Below, I summarize the City's progress on each of the five items. <br /> PARK OPERATIONS Item 1: Obtain or adopt an operations and maintenance manual <br /> We have adopted a two- tiered approach for operations and maintenance guidance for <br /> URBAN FORESTRY the Amazon Creek Flood Control Works. As a baseline plan, we have adopted the <br /> U.S. Army Corps of Engineers' Levee Owner's Manual for non-federal Flood <br /> NATURAL RESOURCES Control Works: the Rehabilitation and Inspection Program (Public Law 84 -99, <br /> March 2006). We will use this manual to provide overall guidance for our <br /> management of the Amazon Creek Flood Control Works. Since this manual has a <br /> national scope, it lacks information that pertains to our unique topography, <br /> geography, climate, soils, and vegetation. Therefore, to provide more site - specific, <br /> reach by reach, guidance for this facility, we have also developed and adopted Open <br /> Waterway Maintenance Plans (City of Eugene, September 2008) for thirteen <br /> different reaches of Amazon Creek, of which twelve are within the Amazon Creek <br /> Flood Control Works. These plans provide detailed information, on a reach by reach <br /> basis, on the existing conditions and management goals. Copies of the Open <br /> Waterway Maintenance Plans for Amazon Creek are enclosed. <br /> Used in combination, the Levee Owner's Manual and the Open Waterway <br /> Maintenance Plans provide a sound basis for the operation and maintenance of the <br /> Amazon Creek Flood Control Works. <br /> EUGENE <br /> Page 1 <br />
