Mutual Aid Agreements <br /> Should local resources prove to be inadequate during an emergency, requests will <br /> be made for assistance from other local jurisdictions and agencies in accordance <br /> with existing or emergency negotiated mutual aid agreements and understandings. <br /> Such assistance may take the form of equipment, supplies, personnel, or other <br /> available capabilities. All agreements will be entered into by duly authorized officials <br /> and will be formalized in writing whenever possible. <br /> The City of Eugene is party to the Oregon Public Works Cooperative Assistance <br /> Agreement that includes over 160 local jurisdictions throughout the state. Request <br /> procedures, forms, and agency contact numbers are located in the Public Works <br /> Emergency Information Notebooks located in the ECC. <br /> D. State and Federal Agency Assistance <br /> Requests for State or Federal assistance, including National Guard or other military <br /> services, will be made to the Oregon Emergency Management Agency (OEM) in <br /> Salem through the Lane County Emergency Manager. Only the County may ask the <br /> Governor for a declaration of emergency. Only the Governor may request a <br /> declaration of emergency from the President of the United States.
