Public Works Department will implement command and control protocols and <br /> procedures consistent with those of ICS whenever localized flooding or drainage <br /> facility problems are significant enough to warrant a coordinated multi- resource <br /> response. Any issues related to the bank stability, levee integrity, or overtopping of <br /> Amazon Creek will be considered significant enough to warrant implementing ICS <br /> protocols and procedures. <br /> C. Emergency Command Center Operations <br /> In the event that the extent of localized flooding and /or drainage facility problems are <br /> of such a scope, frequency and expected duration to require multiple resources <br /> working multiple shifts, Eugene Public Works Department will activate the <br /> Emergency Command Center (ECC) at the Roosevelt Yard facility. All reference <br /> documents related to staff resources, equipment resources, sources of materials <br /> and supplies, multi- agency coordination, outside agency assistance, and emergency <br /> evacuation procedures are kept at this facility. When in operation, this facility is the <br /> home base for the public reporting of event related problems, direct phone lines to <br /> other agencies, and internal communication radio traffic. The coordinated response <br /> to any significant incident of levee failure or bank overtopping on Amazon Creek <br /> would be directed at this facility. <br /> AVAILABLE RESOURCES <br /> A. Personnel <br /> 1. City of Eugene - Regularly updated lists of Eugene Public Works Department <br /> personnel are available in the Resource Guide to the City of Eugene Emergency <br /> Plan located in the ECC. Such lists are also included in the emergency on -call <br /> notebooks that are issued to all managers and supervisors within the <br /> Maintenance and POS Divisions of the Public Works Department. <br /> 2. Contracted - A regularly updated list of contracted personnel resources is <br /> available in the Resource Guide to the City of Eugene Emergency Plan located in <br /> the ECC. <br /> 3. Volunteers - Detailed procedures and responsibilities for the management, safety <br /> and support of emergency related volunteer resources are documented in <br /> Functional Annex R, sections 24.4.2 and 24.4.3 of the City's Emergency Plan, <br /> located in the ECC.
