<br /> Attached is a copy of a proposal submitted by John Etter on behalf of
<br /> Cascades Raptor Care Center to the Parks & Recreation Commission at
<br /> their 10/21 meeting. It was considered by the Commission to be of merit
<br /> and approval was given to investigate the idea more fully. (This
<br /> property is apparently earmarked in the City Parks Master Plan as a site
<br /> to be developed as a nature /interpretive center and the Commission felt
<br /> that the attached proposed use would, therefore, be in keeping with the
<br /> Master Plan.) The Public Works Department, however, is rejecting the
<br /> Commission's recommendation and is in the process of recommending to the
<br /> City Council that the property be sold.
<br /> Donna Neal had suggested I give you a call, as the City Council liaison
<br /> to the Commission, but in case we do not connect by phone prior to the
<br /> issue being addressed by the City Council, I have taken the liberty of
<br /> forwarding the proposal to you. Donna Neal plans to readdress the issue
<br /> at the Wednesday, 11/18, Parks & Recreation Commission meeting and will
<br /> have copies for other Commission members.
