In the upper meadow, within the closed area of the site, <br /> will be situated the primary rehabilitation complex, consisting of several flight cages <br /> built to national standards in terms of size, materials, and substrate, for raptors <br /> received for care. (See enclosed plan.) University architecture students will be <br /> utilized, under the supervision of a licensed architect, to draw up final plans for these <br /> flight enclosures. <br /> E. Common Issues <br /> Caretaker's Ouarters. A caretaker is mandatory to ensure the security of the educa- <br /> tion birds, to monitor and care for the birds in the Care Center, and to provide 24- <br /> hour response for incoming injured animals. The two- bedroom main building would <br /> be used strictly for this purpose and would not be open to the public or staff except as <br /> a residence for the caretaker. Electrical deficiencies detailed in the Beacon Electric <br /> report will be corrected on the schedule required by the City. (See enclosed rough <br /> plan; no changes are proposed except for the addition of appliances in keeping with <br /> residential use.) <br /> Security. Members of the public have diverse reactions to caged wildlife, from <br /> appreciating the opportunity to view it at close hand, to wanting to touch or play with <br /> it, to wanting to release it because of a failure to understand its inability to fend for <br /> itself. The Nature Center (and CRCC in all its educational work) will strive to build <br /> the understanding that these animals are not pets, that to release wildlife is always our <br /> first choice, but that an injury or other problem necessitates the captivity of the birds <br /> on display. However, security of both animals and visitors is critical. Enclosures <br /> will be kept locked and wire and /or rope barriers installed to ensure that no unautho- <br /> rized entry is allowed and that hands or objects cannot be inserted into the cages. The <br /> property is already fenced on two sides, with natural barriers (steep slopes) on the <br /> remaining two sides; blackberries will be encouraged to grow as a natural barrier as <br /> appropriate, and the driveway gated to ensure admittance during open, staffed hours <br /> only. Equally important, security to keep birds from escaping will consist of double - <br /> door entry ways to all enclosures, both display and rehabilitation. <br /> II. EVALUATION CRITERIA <br /> Insurance. CRCC will provide liability insurance with the City as additional named insured <br /> (see enclosed letter from Ward Insurance). <br /> Permits. CRCC operates under the following permits: temporary holding permits for <br /> rehabilitation of wildlife, including eagles, threatened and endangered species, issued by <br /> Oregon Department of Fish & Wildlife and the US Fish & Wildlife Service; display permits <br /> for those educational animals maintained permanently; and a US Fish & Wildlife salvage <br /> permit which allows the keeping and display of mounted specimens, skeletons, feathers, or <br /> nests.
