INTERGOVERNMENTAL AGREEMENT <br /> THIS AGREEMENT is entered into by and between LANE COUNTY, a political subdivision <br /> of the State of Oregon, hereinafter referred to as COUNTY, and the STATE OF OREGON, <br /> acting by and through the State Board of Higher Education, on behalf of the UNIVERSITY <br /> OF OREGON, hereinafter referred to as UNIVERSITY. <br /> RECITALS <br /> 1. ORS 190.010 and the Lane County Home Rule Charter provide that units of <br /> local government may enter into agreements for the performance of any and all functions <br /> and activities that a party to the agreement, its officers or agents, have authority to <br /> perform; and <br /> 2. COUNTY and UNIVERSITY desire to cooperate to improve traffic flow on <br /> Centennial Boulevard and enhance public access to Alton Baker Park in the Autzen Stadium <br /> area. <br /> 3. Through the annual Capital Improvement Program, the Board- of County <br /> Commissioners in cooperation with and assistance from the UNIVERSITY, has indicated its <br /> desire to extend the LEO HARRIS PARKWAY from the Willamette Science and Technology <br /> Center entrance to the existing gate four of Autzen Stadium Centennial Boulevard, <br /> hereinafter termed PROJECT. The Board of County Commissioners approves the PROJECT to <br /> be funded from the Capital Improvement Program. <br /> 4. COUNTY owns Alton Baker Park on the southerly edge of the PROJECT which will <br /> benefit from PROJECT by providing access to parking and public access to Alton Baker <br /> Park facilities. <br /> 5. UNIVERSITY owns and operates Autzen and related facilities on the <br /> northerly edge of PROJECT area (including extensive parking lots) which will benefit <br /> from construction of the PROJECT by improving. public access to and from the Autzen <br /> Stadium facilities. <br /> 6. UNIVERSITY wishes to cooperate with COUNTY in the multiple use of related <br /> facilities, except on major UNIVERSITY event days, which are defined as home football <br /> games, concerts, and similar events that use large areas of the Autzen Stadium parking <br /> lot. • <br /> DEFINITIONS <br /> 7. As used in this agreement the following words shall have the meaning <br /> indicated: <br /> 7.1 Activities include: surveying, designing, preparing plans and <br /> specification, acquiring necessary permits, calling for bids, <br /> awarding and administering the construction contract, field <br /> engineering and inspecting. <br /> 7.2 Improvements include: street improvements having the traffic carrying <br /> capacity and characteristics as generally depicted on Attachment "A" <br /> hereto including necessary storm drains, paving, curbs, gutters, <br /> sidewalks, on- street bike lanes, center medians, street lights, and <br /> landscaping. <br /> • <br /> 1 = INTERGOVERNMENTAL AGREEMENT <br /> (County /University of Oregon - Leo Harris Parkway WP ca /pt /00036/T <br />
