Emerald Valley has developed and operated a bicycle motocross <br /> facility on certain land within Alton Baker Park as permitted by County. <br /> Emerald Valley owns certain improvements upon said land (the Premises) and wishes <br /> to lease the Premises from County. <br /> Emerald Valley is a member in good standing with the American Bicycle Association. <br /> ORS 275.330(2) authorizes counties to alienate public parks in part upon a finding <br /> that it is in the best interest of the public. <br /> Following advertised public hearing and upon deliberation thereafter, County, by <br /> Order No. 92 -5- Os- z , has determined that a lease between County and Emerald <br /> Valley is in the best interest of the public. <br /> The purpose of this agreement is to confer to Emerald Valley a leasehold interest in <br /> the Premises to provide an activity for youth of the community in the form of a sport known <br /> as BMX (bicycle motocross). <br /> WP bc/sc/00129/C 1 <br />
