Bradshaw's lomatium, Oregon coyote thistle,. and small <br /> flowered trillium appear to be sensitive to hydrological conditions and the:proximityto the <br /> population t� the` wetland mitigation area may change the area's hydrology. <br /> - Both the wetland prairie and the flat oak woodlands were recently grazed. Currently grazing has <br /> been discontinued . One Willamette Valley population'of Bradshaw's: lomatium decreased <br /> dramatically when grazing 'discontinued site It is thought that the increase of cover <br /> enabled the rodent population to increase.. This rodent increase is suspected to be the cause of <br /> decline due to destruction of the of Bradshaw's lomatium as a food source for the increase <br /> rodent population. During recent surveys of the Green Mountain Resort site, many rodents were <br /> observed: in the habitat occupied by Bradshaw's lomatium. <br /> With the development of the golf course, the run -off from the golf course contaminants <br /> (herbicides and pesticides) could directly impact. the wetland area occupied by the three sensitive <br /> species. Furthermore, the integrated pest management plan for Green Mountain Resort may <br /> eliminate or reduce pollinators of the three sensitive plant species. Insect pollinators are required • <br /> for fruit production in Bradshaw's lomatium because Bradshaw's lomatium has a complex <br /> breeding system(protogyny) that inhibits self - fertilization through .a temporal separation of the <br /> sexual phases of flowers within an inflorescence. (Kaye and Kirkland 1994). Because Bradshaw's <br /> lomatium does not reproduce vegetatively or maintain.a persistent soil seed bank (Kaye and <br /> Kirkland 1994), reduction or elimination of insect pollinators through destruction of nesting <br /> habitat or application of insecticides in or adjacent to the Green Mountain Conservation Area <br /> could result in a rapid population decline of Bradshaw's lomatium. <br /> B. Utilization for commercial, sporting,' scientific, or educational purposes <br /> No such utilization is known to occur on the Green Mountain Resort.. <br /> C. Disease or predation. <br /> Small rodents at one Willamette Valley site may have caused a decline of Bradshaw's lomatium <br /> due to predation on the` roots as a food source. The presence of small rodents at Green Mountain <br /> Resort wetland areas has been documented.. See factor A above. <br /> . D. The inadequacy of existing regulatory mechanisms. <br /> • <br /> Lomatium bradshawii is a listed endangered species under ESA and thus does receive limited <br /> protection from federal and state agencies. However, take and reduceto possession is not <br /> prohibited on private land under ESA. Eryng um petiolatum is listed as a threatened species by <br /> the Washington Department of Natural Resources. Under Washington State law, if the species is <br /> found on state - owned property it would receive full protection under state law. There are no <br /> regulations that adequately protect plants on private land except when federal or state permits are <br />
