Both areas should receive flood waters from..Amazon ;
Creek and drainage -after existing fill is excavated.•-The primary purposes., of, `'
the mitigation sites are mitigation impacts and provision 'of . .
additional habitat for L, bradshawii
III., EFFECTS. QE THE PROPOSED ACTION - .
The proposed. project will fill approximately 0.45 - acres of disturbed wet
prairie remnant near Amazon Park in Eugene, Or.egon.,.The direct: effect of the.
• proposed action on L. bradshawii will be the removal or burial of 5 non=
flowering plants and loss. of 0.45 'acres of existing habitat. The project
includes the restoration of 4.33 acres of wetlands to their
historic wet prairie condition. The restoration will include. the planting of
- native herbaceous species, including L. bradshawii: If this restoration is
successful, the overall amount of habitat available in Amazon Park will be •
increased from approximately 7 acres to more than10 acres. -
IV. Development continues in many areas "inhabited by L:
bradshawii.. In addition, L. bradshawii'often occurs in urban wetlands which
are affected'by contamination and degradation of habitat. For example, L.
• bradshawii plants on Short Landf•iil,-near Eugene, .receive irrigation
water, which may contain leachate the landfill, the effect•of.which is not
known. Clean Water Act (33 U :S.C.%1344), for discharge of
dredged or fill material into waters of the United States and section 401 of.
the Clean Water Act (P.L.. 95 -217). All such projects which :may affect L.
bradshawii will require consultation under section 7 of the Act.
Conservation agreements (i:e., Memoranda of Understanding Cooperative
Agreements) between .non- Federal landowners and the Service are currently in
development.'
