This opinion addresses <br /> impacts to Lomatium bradshawii (Bradshaw's lomatium) resulting from <br /> construction of a park-and-ride parking area at 27th Avenue and Amazon Parkway <br /> in Eugene, Lane County, Oregon. <br /> This biological opinion was prepared using the following information: 1) Joint <br /> Application for Wetland Fill, including the biological assessment; and 2)•file <br /> information and reference material at the.Service's Oregon State Office. The <br /> Corps designated the City of Eugene (City) as their representative through a - <br /> letter dated November 21, 1994, and received in this office on 'November 23, <br /> 1994. <br /> BIOLOGICAL OPINION <br /> It is the opinion of the Service that the proposed construction and use of the <br /> Amazon Parkway Park and Ride Project is not likely to jeopardize the continued <br /> . existence of Lomatium bradshawii- <br /> . <br /> L.. DESCRIPTION QE TWE PROPOSED•ACTION <br /> The proposed project involves the construction of a 40 -50 car parking area and <br /> restroom at the 27th Avenue and Amazon Parkway in Eugene, Oregon. The • <br /> construction site covers a 0.45 -acre area and is considered a jurisdictional <br /> wetland. The City is in the process of obtaining State and Federal permits to <br /> fill the site. <br /> In addition to construction, the project proposal includes mitigation for <br /> wetland impacts in a 4.33 -acre area. The mitigation site is a .palustrine <br /> emergent wetland was filled in the 1970's. The filled wetland was a <br /> native wet grass prairie, and much of the original soils still exist under the <br /> fill material. .Mitigation will consist of removing approximately 12,705 cubic <br />
