These might include: attractive nuisances such as a deep hole that a child could fall <br /> into, dead trees which are a hazard to the public or adjacent property,• or a body of water¢ <br /> Use of parcel if accepted <br /> In this discussion the following broad categories will be considered as the uses for which the <br /> parcel should be evaluated: as a wetland or water quality feature, open space, educational area, or <br /> a natural resource corridor. The parcel would need to be evaluated by staff to select the most <br /> appropriate use for the site based on site factors and City goals. One department may be in charge of policy, planning and , <br /> management of the project, while another department may be responsible for maintenance. <br /> Funding / Finance related issues <br /> There are several funding issues. If the parcel will be purchased, the source for the funds to <br /> purchase the parcel need to be identified. Operation and management costs also need to be <br /> identified as well as the funding source. It is important that the funds available for the operation, <br /> maintenance, and management be adequate to fund current needs as well as any anticipated needs <br /> in the future. In addition, there may be special costs associated with owning the parcel which will <br /> need a funding source available to pay these costs. An example would be public improvement <br /> project assessments. These costs are assessed to each taxlot owner within the project to cover the <br /> costs of projects such as: road improvements, sidewalks, etc. Will funding come from <br /> stormwater, parks, wetlands, etc.? <br /> Alternatives for meeting objectives of ultimate land use <br /> Alternatives to City ownership which would still meet the City's goals for the parcel might <br /> include: private ownership and ownership by another government agency. The parcel could be <br /> purchased by a private preservation group such as the Nature Conservency or Friends of the <br /> River. These groups might have the funds and volunteers to take on a parcel which the City <br /> might find too costly or requiring too much of the City's resources to maintain. Through private <br /> ownership there are a few mechanisms which would allow some control over the use of the <br /> parcel. The parcel could be owned privately by an individual with a conservation easement which <br /> would control the use. Secondly, a conservation easement could also be obtained for a parcel , <br /> which is a common area owned by a homeowner association. The third way would be to <br /> incorporate use restrictions into CC &R's for a subdivision. The easement description would <br /> specify the area covered and the use restrictions. The disadvantage of private ownership is that <br /> enforcement of the conservation provisions would be up to private parties who may not share the <br /> same goals as the City for preservation and management of these areas.
