EUGENE Public Works <br /> Maintenance <br /> 1820 Roosevelt Boulevard <br /> MEMORANDUM Eugene, Oregon 97402 <br /> (503) 687 -5220 <br /> January 15, 1996 <br /> TO: Chris Andersen <br /> Bob Hammitt <br /> Les Lyle <br /> FROM: Johnny Medlin, Jack Long for the Interdepartmental Natural Resources <br /> Team (INRT) <br /> SUBJECT: Adoption of an Interim Policy on Acceptance of Donated Lands <br /> The City occasionally receives offers for the donation of private lands to the public. <br /> Examples might include land for Park dedication, wetlands or other natural areas, or an <br /> undevelopable remnant. Often, these lands are not economically viable under private <br /> ownership due to some physical or regulatory restriction. While in some cases <br /> acceptance of these lands would be beneficial to public programs, in others the <br /> acceptance would result in an unacceptable burden. <br /> The attached discussion paper was developed by the Maintenance Planning Section <br /> and then reviewed by INRT. From this discussion paper an INRT subcommittee <br /> representing Planning, Engineering, and Maintenance developed the attached <br /> evaluation work sheet. This worksheet scores issues which are important in making the <br /> decision to recommend acceptance of proposed land donations. This worksheet was <br /> reviewed and approved by INRT and is herein recommended for adoption. <br /> The proposed process to evaluate a proposed donation would be: <br /> 1. A five person INRT subcommittee (two from Maintenance, two from Engineering, <br /> and one from Planning) would be appointed by INRT to perform an evaluation. <br /> 2. This subcommittee would perform the evaluation needed to complete the <br /> worksheet, pulling into the process any staff with special expertise found to be <br /> needed. <br /> 3. ONE completed evaluation worksheet summating the subcommittees <br /> recommendation for acceptance or denial would be forwarded to the full INRT <br /> group for action. <br /> October 11, 1993 1 <br />
