Conservation Agreement <br /> for <br /> Senecio ertterae, Mentzelia packardiae, <br /> and Ivesia rhypara var. rhypara <br /> in the Leslie Gulch Area of Critical Environmental Concern <br /> Leslie Gulch, a unique canyon land located in Malheur County, Oregon, supports <br /> five candidate species being considered for listing under the Endangered <br /> Species Act. It was designated as an Area of Critical Environmental Concern <br /> (ACEC) in 1983. Three of the species, Senecio ertterae (Ertter's senecio), <br /> Mentzelia packardiae (Packard's mentzelia), and Ivesia rhypara var. rhypara <br /> (grimy ivesia), are primarily localized in the Vale District of the Bureau of <br /> Land Management in the Leslie Gulch ACEC. Two other species, Trifolium <br /> owyheense (Owyhee clover), and Astragalus sterilis (sterile milk - vetch), are <br /> endemic to this southeastern Oregon region along the lower Owyhee River and <br /> are found in Leslie Gulch. Most sites supporting these species occur on lands <br /> administered by the Vale District Bureau of Land Management. The first three <br /> species will be the focus of this conservation agreement because of their <br /> general specificity in the Vale District to the Leslie Gulch area, although <br /> all five species will be considered in the broader scope of management for <br /> Leslie Gulch, which is a designated ACEC, a part of the Leslie Gulch /Succor <br /> Creek National Back County Byway, a designated Watchable Wildlife Area, and a <br /> portion of three Wilderness Study Areas (Upper Leslie Gulch, Slocum Creek and <br /> Honeycombs). This agreement has been initiated in an effort to conserve these <br /> three species as a conservation measure implemented under the Endangered <br /> Species Act of 1973, as amended. <br /> I.
