CITY OF EUGENE <br /> INTER - DEPARTMENTAL MEMORANDUM <br /> CITY ATTORNEY - CIVIL DEPARTMENT <br /> Tb: Johnny Medlin, PARCS _ Date: July 20, 1992 <br /> Subject Wayne Morse Historical Park Board Public Meeting Issue <br /> You have asked a follow up question to our opinion dated July 16, 1992, in which we <br /> concluded that the Board's meeting, at which it reviewed a draft of the Wayne Morse Ranch <br /> master plan, was not subject to the public meetings law. Specifically, you asked us to clarify <br /> whether the fact that the City contributed public dollars to retain the university student who <br /> developed the draft master plan affects our opinion. The fact that the City or the Board <br /> each contributed money to the development of the draft master plan does not determine <br /> whether the public meetings law applies to the Board's consideration of the draft plan at its <br /> meeting. The public meetings law applies only if the Board was acting in an advisory role <br /> to the City Council, as discussed in our prior opinion.
