Specifically, you asked us to clarify <br /> whether the fact that the City contributed public dollars to retain the university student who <br /> developed the draft master plan affects our opinion. The fact that the City or the Board <br /> each contributed money to the development of the draft master plan does not determine <br /> whether the public meetings law applies to the Board's consideration of the draft plan at its <br /> meeting. The public meetings law applies only if the Board was acting in an advisory role <br /> to the City Council, as discussed in our prior opinion.
