In conclusion, I would say that it is often the case that hindsight shows <br /> ways we could have done things better and I feel this is one of those times <br /> regarding how the Morse Ranch draft plan was developed. There are various <br /> standards for the level or amount of public participation for an issue de- <br /> pending upon the level of controversy anticipated.
