CITY OF EUGENE <br /> INTER-DEPARTMENTAL MEMORANDUM <br /> CITY ATTORNEY - CIVIL DEPARTMENT <br /> To: Christine Andersen, Department of Public Works Date: May 12, 1992 <br /> Subject: Off -leash program at Wayne Morse Ranch <br /> You asked that we investigate the claim made by the Wayne Morse Historical Society <br /> that designating Wayne Morse Ranch as an off -leash areas for dogs is prohibited. The basis <br /> for the Historical Society's argument is outlined in a March 19, 1992 letter from Charles O. <br /> Porter to Bob Schutz. <br /> The documents underlying the Historical Society's claim, particularly the Eugene City <br /> Council's resolution supporting the acquisition of the property, the state legislation <br /> appropriating funds for its acquisition, and the legislative history supporting that legislation, <br /> refer to the acquisition and maintenance of the Morse Ranch as a "public historical and <br /> recreational facility," intended as an "historic park and monument to Wayne L. Morse."
