The insulting way in which it depicts the <br /> neighbors of this park is obvious. While I don't accuse the Morse Ranch <br /> Off -Leash Association of producing this, they did allow it to be posted on <br /> the bulletin board which is supposedly there to educate and promote re <br /> sponsible behavior. The Off -Leash Association has been very vocal in em- <br /> phasizing how they encourage and educate users of the park to follow the <br /> rules, but they have displayed here an unwillingness to follow some basic <br /> rules of dignity and respect. The Parks Department is no less to blame for <br /> not monitoring the situation. None of the other four off -leash sites have <br /> bulletin boards- why the inconsistency? Why should the Off -Leash Asso- <br /> ciation and users of the Wayne Morse site have this type of forum which is <br /> obviously being abused?
