ADMINISTRATIVE ORDER <br /> of the <br /> City Manager <br /> City of Eugene, Oregon <br /> The City Manager of the City of Eugene finds that: <br /> A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of <br /> 1976, the City Manager is designated as the administrative head of the City, and is <br /> specifically authorized to appoint and remove all employees (except as otherwise provided <br /> in the Charter), and to enforce all ordinances of the City. <br /> B. In conformity therewith, many of the provisions in the Eugene Code, 1971, <br /> including Sections 2.812 to 2.817, authorize or require certain specific duties or acts to be <br /> performed by the person designated by the City Manager as the Executive Director of the <br /> Parks, Recreation and Cultural Services Department ( PARCS). In addition, Section 4.330 <br /> of the Eugene Code, 1971 authorizes the City Manager or the Manager's designee to <br /> designate areas within a City park where dogs may be allowed to run off leash. This is <br /> an administrative duty that can be more efficiently performed by the Executive Director <br /> of PARCS. <br /> C. Robert W Schutz is the Acting Executive Director of PARCS, and it would <br /> therefore be more efficient, expeditious, and in the public interest to delegate the City <br /> Manager's duties and responsibilities under Section 4.330 to designate dog - off -leash areas, <br /> and the duties of the Executive Director of PARCS under Sections 2.812 to 2.817 of the <br /> Eugene Code, 1971 to him. <br /> D. Robert W Schutz as Acting Executive Director of PARCS should be <br /> authorized to delegate all or any of the duties or responsibilities delegated herein if he <br /> determines it would be more efficient and in the public interest to do so. <br /> NOW, THEREFORE, <br /> THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS <br /> THAT <br /> Based on the above findings, which are hereby adopted, the appointment of Robert <br /> W Schutz as Acting Executive Director of the PARCS Department is hereby confirmed, <br /> and in such capacity he is hereby authorized to: <br /> 1. Perform and carry out the duties and responsibilities of the City Manager to <br /> designate areas within City parks where dogs may be allowed to run off leash as set forth <br /> Administrative Order - 1 <br />
