PROBLEMS AND ISSUES <br /> Many issues, both pro and con, were raised regarding the Morse Ranch site. In <br /> general, the issues revolved around the impact to the neighborhood and the <br /> appropriate use of this park created by a. very popular high use activity. <br /> This program has received considerable publicity and has become very emotional <br /> with many persons and groups who represent divergent opinions and points of <br /> view. • <br /> The issues and /or allegations raised by those in opposition to the program and <br /> specifically to the Morse Ranch site included the following: <br /> 1. Neighborhood Impact <br /> a. Parking problems <br /> b. Lack of consistent park rule compliance <br /> 1) Dogs running on private property <br /> 2) Dogs not remaining in designated area <br /> 3) Dogs not remaining under voice control <br /> 4) Not cleaning up dog feces creating a potential health hazard <br /> c. Division and /or polarization of neighbors, dog park users and <br /> special interest groups <br /> d. Anticipated conflicts with day camp and rentals <br /> e. Fear and annoyance to some non -dog park users <br /> f. Limits other uses of the park <br /> g. Noise <br /> 2. Park Impact <br /> a. Impact on wildlife <br /> b. Impact on vegetation and wooded area (overuse) <br /> c. Degradation and pollution of the stream <br /> d. Trail erosion and damage <br /> Those persons or groups that favor the program and its continuation at the <br /> Morse Ranch site included the following comments: <br /> 1. Activity provides a positive social setting and activity for themselves, <br /> their families, and their dogs. <br /> 2. Provides a safe place for some women and children. <br /> 3. Is an appropriate use of a section of the park. <br /> 4. A majority of the dog off -leash users comply with the rules. <br /> 5. The dog off -leash user group is willing to raise funds, make <br /> improvements, and self - police their program. <br /> 6. Provides a very cost effective low maintenance activity. <br /> 7. Provides an area of adequate size and desirable amenities for the dog <br /> park activity. <br /> 8. Provides a long overdue legal place to exercise their dogs- off - leash. <br />
