This is a very difficult situation to accurately measure and assess since many <br /> of the issues are very subjective. The benefits and need for the program and <br /> the impacts to the park and neighborhood vary "within the eyes of the be- <br /> holder". <br /> OPTIONS <br /> After reviewing the public feedback and other information relative to the dog <br /> park users, the needs of the neighbors and the impact to the park, the Parks <br /> staff offer the following options: <br /> Option A - Continue the dog off -leash program in the City. <br /> 1. Continue the dog off -leash program at Morse Ranch and consider im- <br /> plementing the following actions. <br /> a. Upgrade current fencing, add gates to openings, and install <br /> appropriate additional fencing to completely enclose the east <br /> pasture area. All areas outside the fenced area would be on leash <br /> only. Estimated cost $1,000.00 (materials only). <br /> b. Devise a plan to protect and enhance the stream in the east <br /> pasture. <br /> c. Encourage parking in the Morse Ranch parking lot and overflow <br /> parking area, and discourage parking on other streets to minimize <br /> impact on neighboring residences. <br /> 2. Continue the dog off -leash program at the Gilham and Candlelight sites <br /> until such time conditions necessitate modifying or discontinuing these <br /> sites. <br /> 3. Designate additional fenced sites at Alton Baker Park and Amazon Park <br /> (see Exhibit A & B). Estimated costs Alton Baker Park $500.00, Amazon <br /> Park $850.00 (materials only). <br /> 4. Strongly encourage self - policing of rules at all areas by the dog park <br /> users and stronger enforcement of rules by the Lane County Animal <br /> Control Authority. <br /> 5. Evaluate signage and add or modify information where necessary. <br /> 6. Proceed with the development of a master plan for the entire Morse Ranch <br /> Park. <br /> 7. Consider additional sites, if need dictates, near fairgrounds (West <br /> Eugene), Bloomberg Park (near L.C.C.), Ridgeline (52nd and Willamette), <br /> and Whiteaker /Riverfront (Rasor Avenue Park). <br /> a. Staff have contacted School District 4J, EWEB and Lane County for <br /> other potential dog off -leash sites. No sites have been <br /> identified, at this point. <br /> 8. Continue to monitor the program. <br />
